Con el voto unánime del juez René Ramírez y los comisionados del precinto 1, Sylvia Handy; del precinto 3, Joe M. Flores, y del precinto 4, Oscar L. Garza, los comisionados aprobaron la resolución inicialmente promovida por integrantes de la Unión del Pueblo Entero como parte de la Alianza de Texas por la Reforma de Inmigración (RITA, por sus siglas en inglés). El comisionado Héctor Palacios no asistió a la reunión.

Con base en las constituciones de Texas y de Estados Unidos, la resolución establece que la Corte de Comisionados “reconoce la dignidad de todos los inmigrantes residentes, sin importar su estatus inmigratorio, y reconoce la importancia de todas sus contribuciones a la vida económica, cultural y social del Valle del Río Grande”.

Los comisionados también reconocieron en su resolución las múltiples contribuciones a las economías y culturas de Estados Unidos y México y, de acuerdo con la Contralora del Estado de Texas, aportan 400 millones de dólares a la economía estatal cada año.

“Necesitamos comunicar a nuestros congresistas lo que pensamos, nuestros comentarios y trabajar con ellos en cada paso de ese proceso”, dijo el juez René Ramírez, en relación al envío de esta resolución al Congreso de Estados Unidos.

Sylvia Handy fue la comisionada encargada de presentar la resolución ante el pleno de la Corte de Comisionados y promover la participación de Javier Parra, uno de los organizadores de LUPE, para defender la resolución.

Handy dijo que la resolución era muy importante puesto que muchas familias del Condado damnificadas por el huracán Dolly aún no han podido recibir ayuda federal por la razón de que su estatus de inmigración es irregular. “Muchas de esas familias no pueden aplicar porque no tiene su ciudadanía”.

Garza Jr., comisionado del precinto 4, dijo que el condado, Texas y Estados Unidos “se verían beneficiados con una reforma a las leyes de inmigración”. Garza explicó que en Texas y en todo Estados Unidos existen millones de personas que no son ciudadanos, “que deben participar si hay manera de hacerlos ciudadanos”.

En la reunión, Garza hizo un reconocimiento a la organizadora de LUPE María Gómez por sus años de trabajo en beneficio de la comunidad. “María, le quiero dar las gracias por luchas por la gente”, dijo el comisionado, desde que entramos nosotros hace 12 años”.

La Corte de Comisionados del Condado de Hidalgo lee la resolución en favor de la reforma de inmigración en la reunión del lunes 8 de febrero de 2010.

Ella tiene sordera parcial y no puede oír bien a las personas, pero esa incapacidad no le ha impedido participar en las reuniones para discutir acerca de la reforma de inmigración y los problemas de salud, educación y trabajo en el condado de Hidalgo, Texas, ubicado en la frontera con México.

Ella participó en una reunión reciente en la que los grupos organizados de la comunidad discutieron lo importante que sería que el Censo lleve a cabo un conteo completo de la gente, incluidos los inmigrantes con o sin documentos, para que al menos una parte de los 300,000 millones de dólares que distribuye el gobierno federal llegue a esta región pobre, marcada por las tasas más alta de diabetes y obesidad infantil en Estados Unidos.

Virginia, de origen mexicano y en sus cuarenta años, es una persona humilde y trabajadora. Hace poco, me cuentan sus compañeras, ella acudió a una feria de la salud y las organizadoras de su comunidad le consiguieron un examen de la capacidad auditiva y, más tarde. los recursos para conseguir un aparato que le ayudara a escuchar mejor. Virginia ahora se ve contenta y participó en toda la conferencia.

Convertida en ciudadana, Virginia es una de las inmigrantes más activas en Mercedes. Una consecuencia de su discapacidad ha sido también que no habla con la claridad normal, pero sus compañeras la entienden.

“Es un orgullo tenerla entre nosotros”, dice María Gómez, una de las organizadoras de La Unión del Pueblo Entero, un grupo que creó el líder campesino César Chávez a fines de los 80. “Es un ejemplo de lo que puede alcanzar un inmigrante”.

Esta organización, heredera de las grandes luchas de la Unión de Trabajadores Agrícolas de Estados Unidos, ha estado al frente de la campaña por la reforma de inmigración. Aunque Virginia ya resolvió su condición de inmigrante, muchas de sus compañeras no, y esa es la razón que la impulsa a seguir adelante. A pesar de que escucha y habla muy poco, Virginia entiende perfectamente la necesidad de participar en ese esfuerzo y hacer oír su voz. Y la de ella, en especial, es una voz muy fuerte.

En esta ocasión, Virginia ya acudió a la reunión con sus aparatos auditivos.

La universidad envió a un grupo de estudiantes de derecho supervisados por profesores de esa carrera para ofrecer asesorías sin costo para quienes desearan conocer qué utilidad tiene un testamento y resolver muchas dudas y mitos en torno a estos documentos.

Tina Fernández, directora del programa, explicó que este programa beneficia a muchas familias que no pueden pagar un abogado privado que puede cobrar entre 100 y 300 dólares la hora para escribir un testamento.

Fenández añadió que el programa también es una manera de educar a los futuros abogados a dar servicio social a través del sistema pro-bono, en el cual los abogados no cobran por prestar sus servicios a familias de bajos recursos.

Jason Corola, abogado, explicó que la gente piensa que si no ha pagado una propiedad no la puede meter en un testamento, pero eso, afirma, es equivocado.

“Por ejemplo si alguien tiene una propiedad, vamos a suponer que tienes una casa y estás pagando la hipoteca de la casa”, explicó Fernández. “Lo que has pagado comienza a ganar lo que en inglés se dice equity. Empiezas a tener equity en tu casa y eso tiene un valor. Así es que si uno se muere aunque todavía tiene que pagar su casa, sí hay equity en la casa y también el que hereda la casa la puede vender.

La abogada dijo que si la casa no está testada, el gobierno del estado de Texas puede hacer una investigación y decidir quién se queda con la casa. “El estado va a hacer las decisiones, no la propia persona, y eso también puede tomar mucho tiempo y cuesta dinero”.

“Eso es algo muy importante para combatir la pobreza, ya una familia, un hijo tienen una propiedad, ya empieza arriba, ¿verdad?, no empieza de cero. Ahora ya tiene algo que le quedó y puede de ahí empezar a construir algo”, agregó Fernández.

Las cajas contienen medicamentos que no requieren prescripción médica pero que son caros y no pueden ser adquiridos fácilmente por familias de bajos recursos, explicó Santana.

“Se trata de ayuda para las familias de bajos recursos”, dijo Santana. “Son medicamentos carísimos para el dolor de cabeza, las alergias, pepto bismol, o que ayudan a bajar la hinchazón de los piquetes de mosquito”.

ARISE recibió la ayuda “por la confianza que nos tienen y de que nosotros la entregaremos a la comunidad”, dijo Lourdes Flores, también coordinadora de esa organización con cuatro centros de servicio en Pharr, Álamo, Muñiz y South Tower.

Sky + Cross, un grupo sin fines de lucro con sede en San Antonio Texas envió ayuda humanitaria a cerca de 30,000 familias de la frontera entre Texas y México en 43 localidades, la mayoría ubicada del lado mexicano.

Ed Armenta, un capitán retirado de la Fuerza Aérea, se encargó de traer las cajas desde San Antonio hasta el Centro de Servicio de ARISE, localizado en la calle South Tower al sur de Álamo, Texas, dijo Santana.

PHARR — A full account of people living in South Texas by the U.S. Census 2010 will be so important because it would make possible for this region to attract more federal resources for health care, education, housing and other services in the area, according to members of La Union del Pueblo Entero, ARISE, Proyecto Azteca and other grass-root organizations active in the Rio Grande Valley Equal Voice Network.

In a meeting last Saturday, organizers and members discussed the main themes in their agenda in terms of immigration, health care, education, and economy. They also talked about the way a right account of people living here can Deep South Texas by bringing a part of the $300 billion dollars that the federal government distribute to the different regions and counties based in demographic factors.

According to Aaron Peña, a Rio Grande Valley state representative, the region might lose more than 1 billion dollars over the next 10 years if people are not fully accounted.

Lourdes Flores, ARISE’s organizer, said that a quality education is so important in the Valley. “We want our children to complete college, but with the right capacities.” Flores said that then main goal is to reduce the drop-outs and they need to involve the school districts and the parents in this endeavor. “We can’t do it by ourselves; we need your involvement, your support, your desire to be part of something bigger.”

The meeting was to evaluate the work of close to 10 months working in the main items of the social agenda in the Rio Grande Valley. In a meeting sponsored by the coalition Voces del Pueblo, celebrated in March 2009, the people answered the main question: “If you were in front of president Barack Obama, what would you tell him?” After the discussion, people said that jobs, the economy, education, access to health care services and an immigration reform were the main topics of their social agenda.

Each of every organization participating in the Voces del Pueblo’s coalition accepted to work in a specific topic of the agenda and the last Saturday’s meeting was to inform the public about what has been reached over the last 10 months. Among other accomplishments, it was informed that the local organizations were able to attract $7 million dollars to build a community health center, to involve the county Indigent’s Department. In addition to that, the coalition has the plan to build an independent center to protect labor rights and to train workers.

Armando Garza, from Proyecto Azteca, told the audience that the coalition was able to attract one billion dollars for affordable housing in the Rio Grande Valley. He said Proyecto Azteca was trying to get electrical power and water services to colonia South Tower in Alamo. Garza also said that the U.S. Census 2010 and a full account of all the people living in the Rio Grande Valley can bring additional resources to the region in order to build more affordable homes for low income families.

Martha Sánchez, LUPE organizer’s coordinator, said that pro-immigrant organizations in the U.S. were able to support the filing of a Comprehensive Immigration Reform bill last year. She said the local organizations decided to be part of Reform Immigration for Texas Alliance (RITA) and Reform Immigration for America (RIFA) to have a state and national impact.

RITA is planning to have an immigration convention in Austin, Texas.

More than 200 active members participated in the meeting.

Members of ARISE honored Steve Taylor, editor of the Rio Grande Guardian, the first on-line-only news publication in the Rio Grande Valley, and Jorge Luis Sierra, editor of McAllen Times, and expressed gratitude for their coverage of community issues and for the way these publications are opening a relevant space to community’voices.

Taylor, a experienced political reporter coming from England, said he feel to be quite honored and said he felt in love with the Rio Grande Valley’s culture.

ARISE’s Leaders said how important their involvement in this organization has been for their own personal growth as women and members of the community.

LUPE organized a party in its Mercedes office to celebrate the Dia de Reyes and to be prepared for the challenges this new year will bring to the Rio Grande Valley, in particular the debate on a comprehensive immigration reform and the final approval of the health care reform that will help more than 30 million people to have access to medical insurance.

In a breakfast reception held in McAllen and hosted by senators Eddie Lucio Jr. and Juan Chuy Hinojosa, as well as Congressman Ruben Hinojosa, leaders from different backgrounds and activities showed their interest in this campaign and said they appreciate the interest White has put in key concerns like education, health care, economical development and jobs.

“I think the candidates should understand one thing: that everything should be based on issues because the people of this area of the State are very much interested like anybody else in the country in how we stand in health care, transportation, economic development, education,” Senator Lucio Jr. said in an interview.

Lucio Jr. underscored the White’s experience as mayor and deputy secretary of Energy during the Bill Clinton administration. “Among those who have shown interest in a state-wide campaign, Bill White brings tons of experience and know-how,” Senator Lucio Jr. said.

Congressman Hinojosa said that he will work together with Bill White as governor to bring more resources to education and health care for the Rio Grande Valley communities if he wins the race. “We know (the public health insurance for children) S-CHIP is one of his top priorities,” said Hinojosa.

The McAllen area is the largest metropolitan area without a interstate highway. “The governor of this state, whoever it may be, is going to play a very important part in bringing those opportunities as quickly as possible,” said Lucio Jr.

Richard Cortez, mayor of McAllen, said that this area needs a person not only with great goals, but also with the skills needed to achieve them. “We have to think in the things that have to be done for the community, Bill White is a person with a great heart and wants to help, but wanting to help is only part of what it is needed, the other part is know what to do” said Cortez.

“Bill White has a lot of capacity and is well respected, and that is the leadership we need,” Cortez said.

Armando Walle, representing District 140 in North Side Houston, said the Latino community is proud of having White as a candidate for governor. “We know Bill White, he knows us, he acknowledges that there are particular issues that he knows as education, and health care,” said Walle, whose district is 72 percent Hispanic. @we are pretty proud of him, this is why we are here, supporting him.”

Carol Alvarado, State representative for District 145 in Houston, also supported White. “ He was a great mayor of our city, and I think he will be even a better governor for our state.”

Alvarado was a Houston council member and Mayor Pro-term during the White administration. “Bill White is able to work with Democrats and Republicans and he did great things for our city, as major he addressed the drop-out rate, we went to knock door to door of students who didn’t go back to school,” Alvarado said.

In a breakfast reception in McAllen, White said that education is a major issue for Latino communities since Texas is among states with the lowest levels of education (the 47th rank among the 50 states). “This is unacceptable,” White said.

The candidate said that college tuitions in Texas were raised by more than 60 per cent in this administration, making universities unaffordable for the majority of low income families in the state.

The candidate also mentioned that the drop out rate among Latinos in Texas has gone up in more than 50 percent and said it was due to a “lack of leadership.”

As a result of this condition, White said, older Texans have more college degrees than younger Texans. “It is not usual, Texas should be a land of opportunity,” White said.

White described a three-step strategy to increase the levels of education in the state: 1) A state-wide campaign to reach out the drop outs, knocking the door of every house with a student who have abandoned the school. 2) Support those state senators and representatives who want to expand early childhood education and 3) Develop summer schools programs as White supported in Houston.

The breakfast reception was hosted by Congressman Ruben Hinojosa, and state senators Juan Chuy Hinojosa and Eddie Lucio Jr. White was joined by members of the Texas Legislature Carol Alvarado and Armando Walle representing Latino districts in Houston. A wide array of Valley leaders also attended the meeting, among them Richard Cortez, mayor of McAllen; state representative Aaron Peña, members of the Hidalgo County chapter of the Democratic Party, as well as members of La Union del Pueblo Entero and the American G.I. Forum, a veterans organization.

MCALLEN — On New Year’s Eve, the Palmer Drug Abuse Program (PDAP) celebrated bringing in the new year in a safe, sober environment, said Fidencio Mercado, program director at PDAP.
Mercado said that PDAP hosted an all-night “lock-in” for their younger clients. The evening began with a Birthday night Meeting where four sobriety fists were given out. Two 30 day fists, one two-year fists and a five year fist were presented to four clients of PDAP. Fists are a special acknowledge for clients that have spent some time of continuous sobriety.
The night, Mercado said, continued with a dinner donated by the Macaroni Grill for all of the clients attending the meeting.
Following dinner, some of the PDAP members from the Family Support group stayed and played board games through the night in a sense of fellowship and family, said Mercado.
The younger clients began their own games of charades, Rock Band, and “PDAP Olympics”. Some of the “Olympic” games included a two-legged race, mystery food relay and other activities.
The staff and clients then celebrated the new year with a support group meeting just after midnight. The games, food, and fellowship continued throughout the night and into the morning.
“Overall, this was a great night for the clients and staff members of PDAP,” Mercado said. “Being able to give young people a safe, sober place to be on New Year’s Eve is just one way PDAP continues to fight against the dangers of alcohol and drug abuse.”
PDAP began in 1971 as a program of the Palmer Memorial Episcopal Church in Houston to offer mentorship to young people with alcohol and substance abuse problems. Father Charles Wyatt-Brown began holding meetings and opening a 12 steps program similar to that of the Alcoholic Anonymous. Some of the attendees become later mentors and the program was expanded Dallas, San Antonio, Corpus Christi, Victoria, Austin, and the Rio Grande Valley. Eventually, more offices were open in Oklahoma, New Mexico and California.

Sin embargo Valdez mostró extrañeza por el voto de los legisladores demócratas Henry Cuéllar y Solomon Ortiz que fueron parte de los 27 demócratas y 175 republicanos que votaron en contra de ese proyecto de ley que intenta controlar a los bancos e instituciones financieras para impedir los créditos depredadores, el abuso en las tasas de interés y el fin del subsidio de los grandes bancos con dinero de los pagadores de impuestos.

“¿Qué respuesta tienen ellos al haber hecho eso?”, preguntó Valdez. “El pueblo debe hablar con ellos y decir: ‘¿por qué no la apoyaron?’”, afirmó. “Al ver la legislación y ver que es tan positiva para la comunidad, nos deja pensado en por qué ellos no la apoyaron, ¿es que ellos están a favor de los bancos?, ¿o de las compañías de tarjetas de crédito?”.

Valdez dijo también que el contenido del proyecto de ley es muy favorable al consumidor. “Todo lo que pudimos leer de esta ley es muy favorable para la comunidad”, afirmó la dirigente. “Dice que los bancos deben ser más responsables en cómo llevan a cabo su trabajo, y no nomás meterse en problemas y esperar a que el pagador de impuestos los saque de sus apuros, entonces nosotros estamos a favor de eso”, advirtió Valdez en relación con el paquete de rescate económico de los bancos y empresas financieras aprobado recientemente por el Congreso.

Entrevistado al final de una reunión de trabajo con los miembros de LUPE, Hinojosa, representante por el distrito congresional 15, dijo que él responde por su voto, no por el de sus compañeros.

“Yo puedo decir que el Partido Demócrata hace todo lo posible para proteger a los consumidores en cuestión financiera”, aseguró Hinojosa. Sin embargo, el congresista se abstuvo de explicar por qué 27 congresistas de ese partido votaron en contra del proyecto de ley.

“Eso no puedo decirle por qué, cada quien representa a su distrito en el Congreso y votan ellos como ven necesario”.

Al cierre de edición no fue posible comunicarse con Ortiz y Cuéllar.

“Votamos 223 a favor de la legislación, naturalmente nadie (ningún banco) quiere que los gobierne el gobierno federal con regulaciones que habían quitado bajo el gobierno del presidente (George W.) Bush”, dijo Hinojosa.

El congresista aseguró que él logró enmiendas a esta proyecto de ley para que los bancos comunitarios tengan los mismos reguladores que vienen de Washington, (D.C.) o que vienen de Austin a realizar auditorías para ver que le están dando algo razonable a los consumidores”, dijo Hinojosa en relación a los servicios financieros para los usuarios de los bancos.

El congresista adelantó que esta legislación va a ser muy fuerte para los bancos nacionales como por ejemplo Wells Fargo, o Banco de América o Citigroup, “esos van a ver que van a ser unos reguladores nuevos, bajo esta legislación”
